After two weeks of consistent and heavy rainfall, the death toll from the storm that dumped more than two feet of rain in the state is at least 17.
The threat, which is far from over with additional rain on the way, has spurred evacuations along the coast. The state is closely watching 70 dams after 14 dams failed, sending water streaming into the heaviest populated areas.
